The conference focused on improving the leadership and combat strength of the party in the one-ruling party context in Viet Nam and Laos, which has been considered a fundamental, long-term, and pressing issue for both parties.
Dinh The Huynh, who holds numerous positions as a Politburo member, secretary of the Party Central Committee, head of the committee's Commission for Popularisation and Education, and the president of its Theory Council stated that the reality of party building in the renewal process in Viet Nam required the renovation of the leading method of the party for the state and society, the realisation and promotion of democracy in the one-ruling party context, and regular self-renovation and reshuffling in the party to boost social innovations and fulfil its ruling role.
In his report, Chueang Sombounkhan, the secretary of the LPRP Central Committee, head of the committee's Commission for Propaganda and Training, and president of the Lao National Council for Social Sciences noted that the most fundamental issue for the party is to propose sound policies, make timely adjustments in accordance with reality, and persist with its strategic objectives.
He emphasised the need to promote the party's role and capacity in transforming its guidelines into the state's policies and laws as well as instruct state agencies to implement them in a serious and effective manner.
